Demolitions in Kinshasa: Acaj proposes an alternative solution

For several months now, Kinshasa City Hall has been demolishing houses built on undeveloped sites in the capital, Kinshasa.

Some buildings in Kintambo Magasin, in the commune of Kintambo, Mont Fleuri, and recently Avenue 3 Vallées in Ngaliema, were raided by Governor Daniel Bumba's tractors. Threats also loom over Ngaliema Bay, which will suffer the same fate, as well as the Debonhomme and Kingabwa neighborhoods.

In an interview this Sunday, July 6, 2025, in Kinshasa, with the president of the Congolese Association for Access to Justice (ACAJ), Georges Kapiamba proposed an alternative solution. "In the name of fairness, the ACJA urges the government to replace systematic demolitions with requisitions for public purposes, accompanied by compensation, and to punish its compromised employees," said Georges Kapiamba.

According to him, the term "uncontrolled construction" does not exist in the Congolese lexicon, nor is there a court decision confirming this government's assertion.

The ACJA also accuses the government of carrying out systematic and indiscriminate demolitions, that is, without taking into account the fact that among the builders, there are those in good faith who must first be identified and receive substantial compensation, as they were deceived in their good faith by land registry or Urban Planning and Housing officials.

Finally, according to Mr. Kapiamba, these demolitions have no legal basis duly notified to those affected, thus preventing them from exercising any legal recourse. "This is a serious violation of the right to appeal."

It should be remembered that these demolitions are carried out with the blessing of the central government, notably the Ministries of Land Affairs, the Interior, and even the Prime Minister, who have repeatedly raided Ngaliema Bay, where several buildings are slated for demolition.
