"All-Risk" insurance is now recommended for builders before obtaining a building permit, instructed the Minister Delegate to the Ministry of Urban Planning and Housing, during a meeting on Tuesday, March 18, 2025, with heads of departments in these sectors.
"For the repeated cases of accidents and fires recorded in the city-province of Kinshasa and elsewhere, seek to put an end to them. Hence, the sustainable solution, based on the relevant texts and laws, now recommends "All-Risk" insurance before obtaining a building permit," declared Didier Tenge Bundu te Litho, Minister Delegate to the Ministry of Urban Planning and Housing.
He insisted on the strict enforcement of legal provisions regarding construction to protect lives, as, according to him, recurring accidents, particularly in Kinshasa, are caused by negligence and lack of monitoring by the appropriate authorities.
"In the commune of Mont-Ngafula, in the CPA-Mushie district, an eight-story building collapsed, even though the document authorizes one level (...) not a week goes by without similar cases being recorded. Enough is enough!" thundered Minister Delegate Tenge Bundu te Litho.
He recalled that the President of the Republic, Félix Tshisekedi, has strongly emphasized strict compliance with measures to address these tragedies recorded in the country, which are nevertheless avoidable if the authorities involved in enforcing the texts and laws did their job properly.
This meeting brought together the Minister Delegate to the Ministry of Urban Planning and Housing, along with advisors from the Ministry, representatives from the One-Stop Shop for Building Permits (GUPEC) and the Financial Insurance Company (SFA).
